In 1832 the Government announced that it had decided to appoint a Royal Commission to investigate all over the country the actual working of the Poor Laws and indicated its intention of undertaking a reform of the entire system. To this Commission Nassau W. Senior, a chancery barrister of fourty-two, was appointed along with Edwin Chadwick.
